Istanbul uses Turkey Time (TRT), UTC+3, all year round. Turkey stopped changing its clocks in 2016 and has stayed on what used to be its summer time ever since.

Permanent summer time
Until 2016 Turkey followed the European pattern of UTC+2 in winter and UTC+3 in summer. In September 2016 it chose to stay on UTC+3 permanently. As a result, winter mornings in Istanbul are dark — sunrise in late December is after 8:15.
Because Europe still changes its clocks, Istanbul is two hours ahead of Berlin in winter and one hour ahead in summer.
